Carryover Lottery Allocation Draft System

Highley) Stage of Implementation: Not yet implemented by NBA Nick Elam's Rating on the Good Idea Scale: N/A This proposed innovation would change the way NBA Draft lottery odds are assigned. Instead of rewarding teams based on how many games they lose in a single season, the Carryover Lottery Allocation system, or COLA, would give lottery preference based on a team’s longer-term playoff track record. Teams that miss the playoffs would receive lottery tickets that carry over from year to year, while teams that win playoff series or receive high draft picks would see their ticket stockpile reduced. Why Create This Rule The goal is to address tanking without abandoning struggling teams. Under the current system, teams can improve their lottery odds by losing more regular-season games, which creates an incentive to tank. COLA removes that incentive because once a team is out of the playoffs, additional losses do not help. At the same time, teams that have struggled for several years still receive more help because their lottery tickets accumulate over time. The system is also flexible. The league could adjust how many tickets teams receive, how much playoff success reduces a team’s stockpile, and whether other factors should affect the formula. A variation could even reward eliminated teams for winning games by tying lottery-ticket gains to both wins and the length of a team’s playoff drought. The larger idea is to create a draft system that helps struggling franchises, discourages losing on purpose, and gives every team a reason to keep competing.
